The context

The pledge’s organizers state it targets Israeli film institutions, not Jewish people or individual artists; a counter-letter signed by more than 1,200 industry figures opposed it. We include both.

Our opinion: Galil opposes the pledge’s decision to target Israeli film institutions the organizers deem implicated. The pledge is institution-focused and does not state a boycott of individual Israeli artists solely because of identity.
